U.S. Customs and Border Protection inspectors stopped an 18-wheel truck entering Laredo, Texas, from Nuevo Laredo, Mexico, on 11 July 2003 and found 21,947 pounds (about 9,955 kg) of marijuana hidden aboard, the figure given in the Treasury’s annual report; the initial Washington File account had put the load at nearly 1,100 kilograms.[1][2] The seizure was described as one of the largest single marijuana loads taken on the Southwest border in recent years.[1][2]

Agents of Immigration and Customs Enforcement immediately arrested the driver, Gregorio Rosas-Escuedero of Nuevo Laredo, on federal drug charges, and investigators went on to execute a federal search warrant in Ohio against the shipment’s intended recipients.[1][2] The CBP commissioner said the case showed inspectors and ICE investigators working together under the new Department of Homeland Security, whose first priority remained fighting terrorism.[1]
