CDTFA investigators and inspectors conducted more than 1,700 operations in the
third quarter of 2026.[1]In July, August and September 2026 they seized over
$26 million in illicit cannabis and tobacco products and completed cases with
nearly $6.4 million in court-ordered restitution for tax crimes.[1]The
quarter included more than 100 joint enforcement operations with local, state
and federal agencies.[2]
The agency reported $2.6 million in illicit cannabis products removed from
retail locations.[2]It reported $1.3 million in restitution tied to a
cannabis case prosecuted with the San Bernardino County District Attorney’s
Office.[2]The largest single haul was $13.3 million in illicit cannabis and
tobacco products recovered from an unlicensed Los Angeles County warehouse.[2]The Governor’s Office said that August warehouse seizure included 280,072
illegally labeled cannabis packages, 107,441 packages of cannabis edibles,
84,463 THC vape pens, 9,303 grams of cannabis flower and nearly $3 million in
illicit tobacco products.[3]
Fourteen felony sales tax and cannabis excise tax prosecutions produced $1.7
million in court-ordered restitution.[2]A Riverside County dealership owner
who pleaded guilty to felony sales tax evasion was ordered to pay $3 million in
restitution and will serve between two and four years in prison.[2]An
out-of-state tobacco distributor was indicted for excise tax evasion, with an
arrest warrant issued and bail set at $23 million.[2]
Operations occurred in July-September 2026; 2 November 2026 is the release and publication date used as the incident date.
The $26 million quarterly total and the $13.3 million warehouse total combine cannabis and tobacco and cannot be attributed to cannabis; only the $2.6 million retail seizure is recorded as cannabis value.
The $1.7 million from 14 felony sales tax and cannabis excise tax prosecutions mixes cannabis and non-cannabis tax and cannot be separated, so it is omitted from figures.
The two-to-four-year prison term and $3 million restitution for the Riverside County car dealer concern sales tax evasion, not cannabis, and are omitted from figures.
The $10.2 million in banned flavored tobacco and the out-of-state tobacco distributor indictment concern tobacco only and are omitted from figures.
No cannabis weight, plant count, or cannabis-specific arrest count was published for this enforcement quarter.
