State police detained 38-year-old Ángel “N” during a surveillance operation in Colonia El Chabacano, Tenancingo.[1] The arresting officers were elements of the Secretaría de Seguridad del Estado de México (SSEM), the State of Mexico police.[1] They held him for his probable participation in delitos contra la salud in the narcomenudeo modality, Mexico’s term for street-level drug dealing.[1]

Officers were carrying out surveillance rounds in Colonia El Chabacano as part of Operativo ARGOS, an operation focused on preventing and combating crime.[1] They said they approached a man who showed an evasive attitude on seeing them, and he agreed to a security inspection.[1] During the search, they found 10 transparent resealable plastic bags containing green, dry herb with characteristics similar to marijuana among his belongings.[1]

Officers informed him of the reason for his detention and his rights, then transferred him to the Justice Centre in Tenancingo together with the seized evidence.[1] He was placed at the disposal of the Ministerio Público, the prosecutor’s office responsible for continuing the investigation and determining his legal situation.[1]
