Officers of the Fuerza Estatal de Seguridad Ciudadana (FESC), Baja California’s state citizen-security force, detained a 51-year-old man identified as José Ramón “N” in the Rincones de Puebla neighbourhood of Mexicali.[1][2] The man is originally from Cananea, Sonora.[1][2] Officers informed him of the reason for his detention and handed him and the seized substance to the State Attorney General’s Office (FGE), before its specialized narcomenudeo, or street-level drug dealing, prosecution unit, which will determine his legal situation.[1][2]

The stop happened while officers patrolled Avenida Atzitzintla and approached the man after conduct that prompted a preventive intervention, informing him why they were present and obtaining his authorization for an inspection.[1] The search found 171 packets containing a dry green herb described as having the characteristics of marijuana.[1][2] Police put the approximate weight at 805.2 grams, reported as more than 800 grams.[1]

The FESC action was described as part of preventive operations against narcomenudeo.[1] A second outlet’s account likewise attributes the detention on Avenida Atzitzintla to an official bulletin and reports the same 171 packets and 805.2 grams.[3]
