Drug-control police officers visited the flat of a 36-year-old local resident on Baskakova Street in Konakovo in Tver Oblast.[1] The officers belonged to the regional drug-control department of the regional Interior Ministry, acting on operational information about home cultivation.[2] According to police, the man was growing a drug-containing plant in his own home and preparing it for further sale.[2] Officers detained the man, and he was remanded in custody pending the investigation.[2]

Inside the dwelling, officers found fertilisers and equipment intended for growing cannabis.[3] They seized containers holding about 600 grams of ready-to-use dried and ground cannabis, together with jars and bags containing dried parts of the plant.[2] Police described the seized material as marijuana that the man was making for sale.[3] The investigative unit of the Konakovsky police department opened a criminal case for preparation for illegal sale of narcotics under Part 3 of Article 30 and Part 4 of Article 228.1 of the Russian Criminal Code.[3]
