Municipal intelligence police detained 20-year-old Óscar Ramón R. R. in the Rosario neighbourhood of Chihuahua City during patrols under the Blindaje Capital operation on 31 October 2026.[1] The detention was reported as for his probable involvement in delitos contra la salud after officers found five packets of apparent marijuana in a backpack.[1] Officers said they first saw his motorcycle travelling without lights on J. J. Calvo street and, after he ignored an order to stop at the crossing with 58th street, caught up with him at the crossing of 58th and Samaniego streets.[2]

During the inspection, officers found five black packages inside a backpack containing green, dry and odorous herb with characteristics similar to marijuana.[3] The motorcycle he was riding was secured and sent to the official impound lot.[2]

He was taken to the Zona Sur Municipal Detention Centre for registration and a medical assessment before being placed at the disposal of the Public Prosecutor.[1] The municipal account notes that the competent authority will determine responsibility for the people mentioned.[3]
