Drug-control officers from the Mikhailovsky district police department detained a 34-year-old man near Stepnoe village in the Ussuriysky urban district of Primorsky Krai.[1] The Primorsky Krai police press service reported the detention through the MAX messenger.[1] Officers found the man beside a tarp on which cannabis tops and leaves were spread out to dry.[2] They seized the substance and took him to the police station for questioning.[2] He told police that he had found wild cannabis near the village, picked its tops and leaves, and was drying them on the tarp for himself.[2]

An expert examination confirmed that the seized material was cannabis (marijuana).[2] Police put its total weight at 22 kilograms, an amount classified as a large size.[2] The man said he had stored the marijuana solely for personal use.[2]

Investigators opened a criminal case for illegal acquisition and storage of narcotics on a large scale under Part 2 of Article 228 of the Russian Criminal Code.[2] The charge covers illegal acquisition and storage of drugs in a large amount.[1] The charge carries up to 10 years’ imprisonment.[2]
