The Criminal Section of the Constanta Tribunal sentenced foreign defendant Drachuk Sergiy for international trafficking of risk drugs.[1] The court imposed 3 years and 8 months of imprisonment in detention after he used the simplified guilty-plea procedure.[1] The sentence was pronounced on 4 November 2026 as Decision No. 741/2026 in case No. 4019/118/2026.[1]
The offence underlying the conviction occurred on 14 June 2026.[1] The one defendant has been held in preventive arrest since 15 June 2026, when the rights-and-liberties judge ordered detention.[1] The court kept preventive arrest in place and ordered the period since 15 June 2026 deducted from the prison term, with an enforcement warrant to issue once the judgment becomes final.[1] The court ordered confiscation and destruction of the remaining cannabis resin held at the Constanta police evidence store: 50.61 grams, 33.40 grams, 8.80 grams and 8.12 grams, together just over 100 grams.[1] The court identified the seized material as hashish, meaning cannabis resin.[1] As complementary and accessory penalties, the court banned him for 5 years from election to public authorities or public office involving state authority.[1]
The court ordered the defendant to pay 3,200 lei in state-advanced judicial costs, while the 490 lei Russian-interpreter fee remains with the state.[1] The indictment had been registered on 1 July 2026 and the indictment and official acts were translated into Russian to safeguard defence rights.[1] His repeated requests to replace preventive arrest with a milder measure were rejected, keeping him detained through the trial proceedings.[1] The first-instance judgment is not final and may be appealed within 10 days of communication.[1]
