On 9 October 2026, twin sisters Blessings Kaonga and Gift Kaonga, both 20 and students at the University of Lusaka, appeared before Lusaka Magistrate Fine Mayambu and denied trafficking in psychotropic substances without lawful authority.[1][2] They are accused of trafficking 26 marijuana-laced cupcakes on 25 September 2026; the batch weighed 520.52 grams with a THC concentration of 0.72 per cent, above the prescribed 0.3 per cent limit.[1][2] The case was adjourned to 16 October for trial.[1][2]

When the trial opened, DEC assistant investigations officer Percy Milambo, a 19-year Lusaka veteran, testified that officers acting on a tip-off visited the sistersโ€™ New Kasama boarding house that September day and asked the occupants to declare any drugs.[3] Blessings handed over a grey dish of 26 suspected cannabis cupcakes, produced in court as evidence; a warranted search of the bedroom found nothing else.[3] The sisters told officers a colleague taught them to bake and that they wanted money for food at school, and both were taken into custody that day.[3]
