Federal prosecutors unsealed an eight-count indictment on 22 October 2026 charging Virginia state Senator L. Louise Lucas, 82, and six other people with a marijuana distribution and money-laundering enterprise.[1][2] Lucas, the Senate president pro tempore, faces five counts: racketeering conspiracy, conspiracy to distribute marijuana, money-laundering conspiracy, honest-services fraud conspiracy and maintaining a drug-involved premises.[1][2]
Prosecutors say Lucas and her associates ran an illegal marijuana operation from around 2019 through 2026, using her office to pursue licences and routing payments through businesses including Lucas Lodge, Lucas Hospitality and The Cannabis Outlet in Portsmouth.[1][2] Two daughters, Lisa Lucas Burke and Theresa Lucas-Lamb, and grandson Ryan Eichelberger are among the co-defendants, accused of obtaining, managing or selling marijuana through the family businesses.[1][2]
The charges follow an FBI search of Lucas’s legislative office six months earlier.[1] Attorney General Todd Blanche, FBI Director Kash Patel and First Assistant US Attorney Theophani Stamos announced the case together; Blanche said the years-long investigation was not political.[1][2] Lucas surrendered on Thursday morning and made her first appearance in Norfolk federal court that day; she said the case came from standing up to “people in power” and vowed not to back down.[2]
