Manickam, 36, son of Arumugam of Alanthalai Tsunami Colony near Tiruchendur in Thoothukudi district, was arrested by Kurumbur police for alleged sale of ganja, the local term for cannabis.[1] He was accused of unlawful ganja sale in his own area and had already been arrested and lodged in jail by Kurumbur police station officers.[2] Police said he persisted in ganja sale, after which District Superintendent of Police Sivaprasad recommended his detention under the Goondas Act, Tamil Nadu’s preventive-detention law for habitual offenders.[2] Acting on that recommendation, District Collector Vishu Mahajan ordered Manickam to be jailed for one year under the Goondas Act.[2]

Kurumbur police served a copy of the Collector’s order at Palayamkottai Central Jail to bring the detention into effect.[3] The reports place this detention in a wider district drive, stating that 129 people have been detained under the Goondas Act in Thoothukudi district so far this year in cases including murder, attempted murder and ganja sale.[1]
