Malcolm Waaser Maccoy Jr. of Marshfield and Josef Troy Hebb of Halifax were arrested in the Plympton police-led narcotics investigation called Operation Playbook.[1][2] Maccoy faces charges including trafficking in marijuana of 50 pounds or more, possession with intent to distribute Class C, D and E substances, unlawful possession of a large-capacity feeding device, ammunition possession without a firearm identification card, and felony conspiracy.[1] The marijuana-trafficking count against Maccoy alleges 50 pounds or more.[1] Hebb faces charges including trafficking in cocaine of 200 grams or more, possession with intent to distribute Class C and D substances, and felony conspiracy.[1] Both men were arraigned on the same day as the searches and were later released on bail.[1][2]

Investigators executed search warrants at residences in Marshfield and Halifax and at a storage unit in Middleborough.[1][2] Officers reported seizing marijuana flower and THC products including vaping products, concentrates and edibles with a combined gross weight of hundreds of pounds, including packaging.[1][2] The searches also yielded about 624 grams of cocaine and $66,836.15 in cash.[1] Officers also reported about 36 grams of tablets believed to contain alprazolam, about 106 grams of capsules believed to contain psilocybin plus 24 mushroom edible products, ammunition and a large-capacity magazine, scales, packaging materials, phones, a money counter, and 2,564 untaxed nicotine vaping devices valued at $102,560.[1]

Plympton police said Operation Playbook began in December 2025 after an officer developed information about narcotics distribution on the South Shore, with Pembroke police joining in June 2026 after months of surveillance and analysis of electronic evidence.[1] The FBI, DEA Boston office, ATF Boston office and several county and local departments assisted, and police said the investigation remains ongoing with additional charges possible.[1] All defendants are presumed innocent unless and until proven guilty in court.[1]

The Marshfield, Halifax and Middleborough search warrants were executed on Oct. 5.[2]
