Liberia’s drug cases mostly end with on-the-spot fines, assessors report

A regional evaluation reported that most investigated drug-possession and trafficking cases ended with on-the-spot fines, and that only one drug conviction had been recorded in 2010. Officers lacked a forensic laboratory and relied on old UN-donated testing kits. The report called for a stronger anti-trafficking law; Liberia adopted a new drug statute in 2014.
